The National Emergency Crisis and Disaster Management Authority (NCEMA) and Dubai Police have issued specific protocols for motorists to ensure that the response to a threat doesn’t create a secondary hazard on the roads.


1. The Golden Rule: Do Not Stop on the Road

The most critical instruction from Dubai Police is to keep moving. * Why: Stopping abruptly on highways (like Sheikh Zayed Road or E311) creates massive congestion, blocks emergency vehicles, and makes you a stationary target for falling debris.

As of March 9, 2026, NCEMA has updated the alert sounds to minimize community sleep disruption while maintaining safety:

  • 9:00 AM – 10:30 PM: High-volume blaring tone followed by a text message.
  • 10:30 PM – 9:00 AM: A standard, quieter mobile chime for both the initial alert and the “All Clear.”
  • Note: The system still overrides “Silent” and “Do Not Disturb” modes regardless of the time.
