DUBAI, UAE – If you or someone you know is currently stranded in the UAE due to the recent storm or regional flight disruptions, there is critical financial relief available. The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) has officially activated an emergency waiver for visa overstay fines.
This is not a general amnesty, but a targeted “humanitarian concession” for those caught in the current crisis. Here is exactly how to claim it and avoid paying the standard AED 50-per-day penalty.
1. Who is Eligible?
The waiver applies to anyone whose departure was delayed by circumstances beyond their control starting from February 28, 2026.
- Tourists & Visitors: Holders of visit or tourist visas that expired while flights were grounded.
- Cancelled Residents: Expatriates who cancelled their residency permits to leave the country but were unable to fly out.
- Permit Holders: Those holding exit permits that lapsed during the airspace closure.
2. The “Automatic” vs. “Manual” Fix
According to the latest ICP circular (No. ICA/2026/03/001):
- Automatic Suppression: For many travellers whose visas expired after March 1, 2026, the system is designed to automatically suppress fines. When you check your status on the ICP or GDRFA portals, you may see your “grace period” has been extended without you filing a request.
- Manual Application: If your portal still shows accumulating fines, you must file for a waiver before you head to the airport.
3. Step-by-Step: How to Apply for the Waiver
Do not wait until you are at the boarding gate. Follow these steps to regularize your status:
Step 1: Gather Your Evidence The “discretionary” nature of this waiver means you must provide proof. Save digital or printed copies of:
- Your original flight booking/ticket.
- The email or SMS from your airline confirming the cancellation or delay.
- Airport advisories or news reports regarding the specific dates of disruption.
Step 2: Submit the Request
- For Dubai-Issued Visas: Use the GDRFA Dubai website or smart app. Look for “Exemption from fines for violators” under the services tab.
- For All Other Emirates: Use the ICP Smart Services portal.
- In-Person: Visit any Amer Center (in Dubai) or Customer Happiness Center (National) to have a typing agent submit the waiver request for you.
Step 3: Verification The “Fines Committee” will review your evidence. Once approved, your status will be cleared, allowing you to exit the country or renew your visa without paying the backdated penalties.
4. Already Paid the Fine? You Can Get a Refund
If you were forced to pay an overstay fine at the airport between February 28 and today, the ICP has announced a 30-day window to request a full refund. You will need to present your payment receipt and proof of flight cancellation at an ICP service center.
Important: The 30-Day Grace Period
The UAE has granted a 30-day grace period from the moment full commercial flight operations resume. This means you have a limited window to either leave the country or “change status” to a new visa once the skies are officially clear.
